Unfortunately using an f stop of 2.8, means that only the birds in the same plane will be sharp. When there are many birds at different
distances, to get all in focus you need to use at least f8. Also there is loss of detail in the whites of the birds and the waves.
This is due to too much light coming in at such a wide aperture. Try to focus more on just one to three birds.
