The rays of light seem to be the story ? The viewer's eye is drawn to the brightest point, or place of greatest contrast or place of most colour,
so "fog" needs to be carefully considered. The effect of the fog and light rays in the image is to reduce contrast on what is below, so where the
effect is not applied, becomes an area of stronger colour and contrast, such as the top left of frame, which then draws my eye.
