There is never a dismal time at which you can take a photo - rain, hail or shine is good, if your camera and you can stand the weather.
Turning to the image in question "Dismal Sunset" which is almost perfect.
There is a small loss of detail in the shadow and some of the wave highlights,
but that is well offset by the general detail in the rocks, headland and inclusion of the surfer.
