This really tells the story of what is happening.
If the background had been slightly darkened or out of focus
more emphasis would be on the dogs and the handlers.
The low camera angle hides the dogs legs that would have shown more action.
By choosing a higher camera angle would eliminate much of the background and concentrate more on the racing dogs.
