I'll tell you a little detail of the war time in Finland (in 1939- about 1944). There was scarcity of everything, people got coupons for milk, sugar, bread, peas, textiles, everything. The ballet dancers got DOUBLE coupons for food.. their work was appreciated.
Finland received much help from USA then.
