I think some people do that to make sure the animal is out of its misery, if not already dead, rather than stop to check. At least that's why I hope they did it. Or maybe they meant to miss it but misjudged their tires' path? Poor little fella.

The really bizarre thing (to me, animal lover that I am) is that after I got into my car and was getting ready to turn around, an SUV went out of its way to run over the rabbit again. People are so odd.
