The snappers (in the bottom right) want to eat the smaller fish, so the bait ball and the school of snappers just continually circle each other. Because the bait fish are close together, the predators cannot pick out a single one to grab. Occasionally, one or more of the snappers will blow through the ball, trying to open it up and separate a few.
