The water level is very high this year, but the water level is still very low in the canal (I think they lower the level during the winter for safety), so there is a lot of water flowing even though the locks are closed. Scale is hard to appreciate, but each opening is about 2m/6 ft). A different view (and different time of day) of this shot:
