Trick question: it looks like a stalagmite because it goes up from the ground, but it is really a stalactite because it formed by dripping down. My girlfriend spotted this on her walk home from the train: we figure the icicle made it all the way to the ground from a parked car and then miraculously broke loose without breaking or falling when the car left.
