The green flash is a result of the earth's atmosphere refracting the sunlight, separating it into its constituent colors. Dispersion causes the sun to have a red rim on the bottom, and blue on the top. By the time it sets, however, the short, blue wavelengths have been extinguished by all that atmosphere, so we see the green color that gets through.
