This is the Rundel Memorial Library, our main library. They light it up in various color lights for specific occasions. Yes that is water flowing out from underneath the library. The old Erie Canal ran through this area under what are now the roads over the river but the aqueduct (later subway) construction still exists in this area. The Genesee River is in the lower right corner. The heavily traveled road at the top left is Monroe Avenue.
