I think the claw is in the correct position.
I loosen both adjustments, then push the claw into the rail, then up into the rail, and tightened the hand adjustment.
This should put the "bump" up against the rail as much as possible, though the padding is a bit in the way?

The picture makes it look like it should be lower, but I am not sure it can go any lower. It was dark in here, I got this picture from my moon roof which I did not use when trying to install this.
