Most of the seats in that area have silhouette figures in the middle. I suppose this must be some sort of art which is designed to prevent people from taking up residence and sleeping on the seats. (There's a person sleeping under a filthy blanket with his head in a cardboard box on the ground just out of shot, and I suppose the area would look uglier (if possible) if people were able to sleep on the seats instead.)
The fence is the edge of the Star Ferry Pier demolition area. I think the price label must be a relic of the protests when the ferry terminal was demolished recently. I think it's intended as an allusion to the cost (to the soul of HK) of destroying HK's remaining architectural heritage, along with the nostalgia of countless people who have first set foot on HK Island at that ferry terminal.
The terminal is gone now, of course.
