Nobody wanted to use the boats! In fact, only a small proportion of the
Noboribetsu tourists drove over the hill to Kuttara Lake. And while I
quite liked the look of the lake and the far shore, there wasn't any obvious
place to stop and enjoy it, other than this rather unrepresentative bit of
shoreline cleared for tourists.
