The cause of this seems to be sloppy work and not what I expect. I know that the area is tight. However using a length of pipe that was too short and leading to the wall buckling, could be looked upon as poor judgment that should have been fixed at the time. There has been considerable expense due to this poor work and scratching of heads to find the cause.

Note how the ball valve mechanism is pulling out the tank wall.
It is pulling it out so much that the tank wall bulges out and
the water level inside is to the level of the overflow. The problem
is that the external pipework to the ball mechanism, is too short
