Hi Michael. The sculptor is Paul Dibble (google him) and this particular sculpture is outside the main entrance to the Palmerston North City Library. I think the arm and the plumb bob represent accuracy and the elephants and the whale endangered species, a sort of look into the rule of man and it's downside.
