This photo of an immature male, light morph Rough-legged Hawk was taken in Dyer Co, TN, the same day as the previous Greater Scaup photo. This bird poised as it sat atop a telephone pole off Hurd Loop Road. The light eye is indicative of a male. I found another light morph, female (darker eye) in Tunica Co, MS earlier in the year. Males tend to winter farther south than the larger females so the Mississippi bird was a surprise.
