Neotropic X Double-crested Cormorant Hybrid?

Alfalfa County, Oklahoma

Note pale skin that completely surrounds the eye and yellowish color behind and below the eye. Small size (see next photo for comparison with neotropic). Also the tail seems short for neotropic. The shape of the gular pouch seems more staight down versus the V shaped of neotropic (Again, see next photo for comparison).
