This bird is a hard one. There are a few species this bird could possibly be, but the bold eye-ring is what is throwing me off. My best guess is the genus Carpodacus( House, Cassin's and Purple Finches). Besides the eye-ring, even though some finches can sport a slight eyering the overall appearance of the bird strikes me to be finch-like. Heavy triangular bill, weak wing bars, shape of tail and overall color. While the photo is slightly out of focus I think I can still pick out a dark lateral throat-stripe and a little white in the throat as well. The bill shape suggests either Purple Finch or Cassin's Finch, both birds being uncommon with Cassin's being rare in our area. Assuming this photo was taken somewhere local , my best guess would be Purple Finch. Hopefully I am not completly off on this one.
