Regina!
In Photoshop - Made background layer a regular layer, by double clicking.
I used the quick-mask on Regina, then I feathered, and deleted background.
I then used the clone tool, set to hardness in between 5 and 58 (using both depending on where I was in photo)and fgt rid of the headset on her face.
I then made 3 layers: 1 I sent to bottom and filled with black, the other two I placed right above the new black black background, bringing Regina to the top. I set her to.. Luminosity.
The other two layers, one was set to overlay and one to lighten (I think).
Grabbed some brushes (by clicking on load brushes) and using various opacities and colors, just kept adding between the two layers.
Then I added her name above her, can't remember which blend I finally wound up with, had to play with it to get it to show.
Made it into warp test... wave, and used Free-transform Scale to play even further.
Because Regina is set to luminosity, I went back on my two layers below her and used eraser brush to make sure that her face was cleared of what was below.
