10 January... any guesses what this is?!

Well the sun came out today, but I never had a chance to
make use of it! So I reverted to a rather strange object
I was given for Christmas by my sister-in-law. I prefer
the colour version of this, but as it's B&W month....

Any guesses what it does? A clue: it tickles!

Is it one of those scalp massager things? I have seen those at kiosk's in the mall, but never have been brave enough to try it. Looks midevil to me. ;-)
