Medicated Vet.

We spoke to him and later on as we were driving he was walking home, in that neighborhood.
I just noticed after a number of comments that he was wearing a wrist band that mentioned IV Lab. He has problems

He looks of Vietnam War vintage, but hard lives can age people quickly. Glad to see he is able to get out.
