In the first week of January Japanese visit shrines to pray for luck in the year. This boy has bought a fortune. He is tying it to the string in the hopes that the fortune will come true.
I love those prayer notes, it is always wonderful to see them on posts and trees. The B&W treatment applies really well here, bringing focus to the fortune notes.
