After the wave passes, the mate on the jet-ski zips in and picks up the surfer after they've caught the wave. Presumably the surfer wouldn't want to get caught in the next wave and taken further into shore. You can see the speck which is the surfer, just inside the aquamarine aerated water, left of centre.
