He's in the gutter and is somewhat dirty, but his jacket indicates some-one cares for him and whether he's cold or not. He was 'parked' at the top of the Night Market area. Yes, he is alive.

I'm glad to think someone cares for him. The jacket is definitely a good sign. Maybe he's just enjoying a good nap in an unconventional place.
