This is a sharp and well executed shot that looked a bit lifeless until I saw the movement in the flags. In my experience it's always a difficult job balancing the exposure in a shot like this to pick up the subdued area without blowing out the highlights. It's a prime candidate for an attempt at HDR. You have picked up the reflections in water nicely. I might have cropped the image to give more sky and removed the distracting plants in the foreground.
