This sign is to an old Historical district of Peoria. I couldn't locate anyone that knew why it's refered to as "High Wine", since back in the "day" this was all whisky/shine running country.

High Wine is another name for the moonshine product after distillation of the fermented wash.

Most likely you're right. Or as the years went on & the town became tamer, the decided to mellow the district's name. :)
