In earlier years, I thought these were garlic. I still haven't dug any up to look carefully at the bulb or flowers, but now I believe they may be Allium validum, or Pacific mountain onion, which grows in swampy meadows in northern Nevada and has wide leaves and exserted stamens as these do.
