At the other end of the AIG Bonuses -
American International Group Inc, which was bailed out with a $182.3 billion U.S. aid package,

The mounds between the tents are people sleeping. Each night these appear in too many places around our land, taken down in the morning and carried with those for whom they are "home".

We see similar here in our parks but since sleeping in park at night is against the law many homeless sleep all day and stay up all night.

While I appreciate the comment, it is incomplete. The average homeless population in the US was around 3.5 million people last year, with the major reasons cited for their homelessnes noted as:

According to the United States Conference of Mayors, the main cause is the lack of affordable housing.

The four following primary causes are:

Mental illness or the lack of needed services,
Substance abuse and lack of needed services.
Jobs that don't pay a Living wage.
Bad Public Policy and perverted Judicial System laws are reasons which foment the state or condition of homelessness.

The minor causes cited by the mayors were:

Release from Incarceration.
Unemployment.
Domestic violence.
Poverty.
Blaming the victim.
Homelessness is an intractable problem without any widely implemented solution. Massive new funding was authorized by Congress in March 2009, but to this point, no improvements have occurred.

There are homeless people everywhere in the world. Many have mental health or drug problems and would and do remain homeless no matter how much help is given. Those that would benifit from the help are the minority of the homeless with help available to them in a variety of ways.

I've seen this more too. I actually saw one right next to a bus stop. Always before cities have stopped people from pitching tents so they have to sleep exposed. Now it looks like they are allowing it.
