A defunct pay phone kiosk changed into a public bulletin board filled with coded grafitti. I would call this an example of "functional incongruity." It speaks of the changing times -- everyone in Chinatown now has a phone in their own pocket, leaving this old kiosk as a place for symbolic communication only.
