Centered subjects tend to be static. This bird seems to hang in the air, floating as slowly as the clouds behind it. The static nature of the bird makes the point -- the bird seems to hang in space, wings dipped and poised, all the better to spot its prey. In this case, the static nature of the framing stops action and allows the bird time to search for its meal.
