I'm surprised Phil didn't mention the incongruity of this scene. Here we see a gritty working class neighborhood with stores advertising "Gents 7 Days" and a looming billboard face of Jesus overlooking the scene. It makes us wonder what the "oversight" really is.
You leave this theological "oversight" open to interpretation by diminishing the size of the billboard through your distant vantage point. While it would normally loom large over the scene, here it is overwhelmed by the commercial world around it.
