Over the cinders, I dusted the existing Woodland Scenics ballast with N scale CR gray ballast, then used HO scale CR gray on the shoulders and in the center between the tracks. Note how the ballasted deck bridge now looks "planted". Still remaining is to paint the rocks of the retaining walls.
