Have you tried some ND filter which can reduce 9-10 stops?

Hello i would like to shoot waterfalls with my hs10 with a long shutter setting of 15 seconds or more but the shits are all coming out completely white. I need nd filters it seems as the sun is quite bright here. Do you have any recommendations as i have tried nd8 and that is still completely white. I appreciate your reply. Thank you
