Silken Gran Hotel Domine Bilbao, one of my recommendation. EUR 160 per night, but with breakfast and balcony.

Gugenheim Museum, the landmark is the only reason I visit Bilbao.

It take me 2 hours to get to Marques de Riscal, a Le Meridian hotel in Elciego for Rioja wine tasting tour.
