We had strong winds overnight so I headed to Gyles Quay for high tide this afternoon. It was still 'blowing a gale' and pretty cold with the chill factor, but to be honest, I was hoping for something a bit more dramatic than this.
I feel your pain. I often hear weather forecasts of dangerous storm conditions, grab the camera and charge down to the waterfront and see something not much more dynamic than this. The advantage with this shot is that the waters are confined into a pretty narrow space rather than breaking across a broad beach so you're still getting a pretty decent amount of water action and sculpting of the form of the water. In the case of an image like this I think the hard edges work better than softening it out with an ND filter would. You also have the photographer's friend of bright sunlight on the ground and relative darkness in the sky which always adds a bit of dramatic effect.
