They wouldn't want to be sitting outside of it; it would be a bit chilly. Mind you, it would make for a faster passage of justice. ("Do you plead..." "GUILTY, GUILTY, just get me back in a nice, warm cell!")
The sky graduates nicely as you go up the image in this one, and the colour of snow and stone contrasts nicely against the saturated, cloudless sky. The combination of flagpoles and overhead branches make for a nice framing effect.
