These "bubbles" were made by Mother Nature, not Photoshop®. A portion of a baked potato and some veggies inside a styrene lid "doggy box" from a restaurant produced condensation when the box was refrigerated.
The largest of the droplets is about 3/32" (2 mm). The smallest? Your guess is as good as mine.
