This seems more tranquil than rough to me. There are no sharply dropping edges to the sandbanks, suggesting that the now-receded water just came in, lapped around a bit, and left a small present before it went. The low down angle also lends a peaceful seaside air.
Of course, being the Texas coast that could change at any minute...
