There were also Boiler Sheers on the HMS Wildfire side of the Great Basin, these Boiler sheers rather than the Mast Sheers (on the Outer wall of the Great Basin) are more likely to be the correct ones as they are in a position where No. 2 Dock is on the right orientation as is shown in the photo above.
Also these Boiler Sheers were still there to at least 1908 and were by 1952 replaced by a 3 Ton Travelling Crane.

also, the sheerlegs are visible on the left which were in the middle of the river arm of the Great Basin

I Think this picture is of a Destroyer or Torpedo Boat in The Great Basin taken before 1912. This is because You can see Dock 2 with it's Cover on in th background which was removed in 1912.
