The Festival of Britain, 1951 - 1952 was mainly an exhibition in London. The flags here look like the ones that were put up every summer for the Sheerness Carnival and Parade during the 1950s.
One year they had to be taken down to let a giant wooden horse of Troy pass by. It had been made in the dockyard for the parade. It was pictured on the front page of the Daily Mirror, July or August, sometime between 1954 and 1959.

It maybe for The Festival Of Britain which I think was in 1953 or there abouts.

I think there are dressed in 1950s clothes, therefore the flags maybe for The Festival Of Britain, which I think was in 1953ish.
