It was a lamp in a reflector shining backwards to floodlight the upper deck
seating and top of the stairs at night. There was one at each end. Info from Tramways of Britain

What were the discs on poles for? They are on the top deck of the trams, one at the front and one at the back, but what were they for? When we first married we lived top floor flat 46a Marine Parade, that was 1965. We could see over the top of the seawall to Southend. Can't do it now, walls to high!
