Since putting this on, I've been informed that this 'thing' is an octopus sculpture.
Of course it makes sense now!

It does not make sense to me. It is rubbish. More junk to spoil the streets of England

Mmmm... Art is Art I suppose, but I wouldn't have guessed it was an octopus either.
