I think it could be the 'Military Officers Quarters' between 'Admiralty House' and the 'Old Parade Ground' in the Garrison in Sheerness. The other photo said to be of the 'Gun Wharf' at Chatham Dockyard on the Kent History Forum could also be of the same area. I can see this because both of the photos in question having an aerial in the background. This aerial looks to me to be the Aerial of the 'Semaphore Station' (Signal Staff) at the 'Garrison Fort'.

Looks very similar to a picture of Gun Whalf in Chatham Dockyard. There is a pictures of this on:www.kenthistoryforum.co.uk on the Aerial View of Chatham, 1949 subject.
