scooter seatbelt for baby, Saigon, Vietam

My cousin strapped her daughter to her with the scooter baby seat belt. This is the first time I saw the seatbelt and don't think it safe in an accident. My cousin has a helmet but my niece has a pair of sunglasses.

I wonder what the accident and injury rate is ... the one thing I remember from years ago is that nobody is going very fast as there's too much traffic.
