We were shocked at first too, but afterwards I did a little research on the web. These men/women are called Nazarenos and they wear these cloaks and hoods to conceal their identity and to symbolize grief and repentance. It is a very old Catholic tradition from Spain. The colors of the robes and hoods change depending on the type of procession. The KKK stole the style of the outfits much later, but unfortunately that is what we (North Americans) think of when we see them.
