This barge (can't think of a better word) is anchored in the White River immediately south of the pedestrian bridge at 24th Street East in Sumner, Washington. The drum near the front was rotating constantly. An engineer with the City of Sumner told me that the barge counts fish and is operated by a local Indian tribe (thanks Mr. Dahlen!). The barge is pointed upstream.
