I'm guessing that this machinery, which includes a pump, is part of the infrastructure for distributing water to a set of man-made lakes in a housing development across the street. It caught my attention because a machine was running, making a lot of noise.
This is in a partially-developed housing area in eastern Maricopa called "The Lakes." Like some other housing areas in Maricopa, The Lakes has its share of empty lots, the result of the housing bust of 2007-8. The presence of the empty lots creates a surreal landscape that provides visual variety in these boring-as-hell housing developments.
I photographed this scene while sitting on my recumbent trike, unaware that I had accidentally selected "Square photo" mode on my iPhone. I hate square photos.
