This is still a Sharp-shinned Hawk - the tail feathers would have to be graduated in length (the outer ones shorter than the central ones) to give the true "rounded tail" effect of a Cooper's Hawk. Add to that the heavy breast streaking, big forehead, and skinny toes, and they all = SSHA.
