The large brakewheel with the brake around it. The brakebeam is on the bottem right. The safety pawl is on the left.It's that wooden beam with three wooden tooth on it. It prevents when engaged that the mill would turn in the wrong direction, because when that happens the normal brake will not work and serious damage or even fire can happen.
